This study was delivered as a joint structure‑planning and economic assessment exercise with Think Economics, producing an integrated land‑use framework that responds directly to the displacement, land‑supply pressures and industrial disruption caused by the 2022 floods.

The study confirms a balanced structure plan incorporating residential neighbourhoods, a new local activity centre, and significant industrial and employment lands, all shaped by technical reviews, market analysis and an Enquiry‑by‑Design process.
